So how can the child get attention?

By being naughty.
But you may ask “Why doesn’t he try being good first?” He often is good, but the parents are sometimes (or all the time) ignoring him anyway.
So in his mind if he cannot get attention from those that (he knows) are supposed to give him attention because he is their son then he will take the matter into his own hands.

If he does nice things for that parent then she will still ignore him or at least may say a mild “Thank you!” and that is all.
But to get some big quality attention…?
