I was having this issue with my Dash Cam, it connects to the GPS Satellite and I figured that because of this the time would be read off the satellite and would be perfect, but mine was two hours behind. I left it at that but today decided to look deeper into the problem and came up with this.

I was setting the Time correctly, then when the Dash Cam was turned off it would come back on 2 hours behind.
The Date was always correct but not the Time.

I realized that I should try a different Time Zone setting and that is what finally corrected the problem for me.

You may have to try work out which Time Zone setting is correct for your country. It took about two attempts for me and it came out correctly.
