The Free Dictionary says this:
Sell Yourself Short
To undervalue someone, something, or oneself; to underestimate or underappreciate the good qualities of someone, something, or oneself.
Often used in negative constructions.
Don't sell yourself short—your writing is really excellent!
I know you don't like their pitcher, but you shouldn't sell him short. He's actually got some of the best stats in the league.
I think they're selling this short. It's actually an incredibly good deal!
Italki:
What is meant when someone says "your selling yourself short?"
It means you're not giving yourself full credit where it is deserved.
You are underestimating the true value or worth of yourself. ... Don't sell yourself short."
It means also being modest about someone's achievement.
Zippia:
When someone says that you're selling yourself short, this means that they believe that you're not portraying yourself in a way that's fair to you, based on your achievements, accomplishments, or potential. ... You sell yourself short when you don't believe in yourself — or, at the very least, when it appears that way.
It means to don’t put yourself out there diminishing your capabilities.
If you’re good at cooking, it’s fine if you say you’re good. But if you’re great at cooking you shouldn’t say you’re ok at cooking.
If you’re capable of solving a problem, say you can solve it. Be confident and accept you can do what others can’t. Don’t get to their level to be polite, but also don’t be cocky and pretend you’re more.
You’re supposed to know when you’re diminishing your capacities because of modesty and when you’re doing it because you’re selling yourself short.

It seems to me that it means you are far more worthy than you think that you are,
but your confidence, the past, maybe guilt and such, have you choosing a life partner,
job, path, that is far below your real value.
A person cannot shine, bloom and grow
in an environment that is not meeting the needs, selling themselves short means that
they are deliberately choosing a life that does not meet their needs, especially
their needs for honest truthful love and care and their spiritual needs.
